Serving permit
A serving permit is required to serve strong beer (above 3,5% ABV), wine and spirits. You apply for a serving permit from the municipality's alcohol officer.

Checklist – have you included everything in your application?
This is what must be sent with an application for a permanent serving permit:
- receipt of paid examination fee
- registration certificate from the Swedish Companies Registration Office for a company or sole proprietorship
- information on the distribution of shares for limited liability companies (who are the owners) which can be provided through minutes of the general meeting and an extract from the share register
- identity card for the applicant (when the applicant is an individual). The identity card must not be older than three months.
- current identity cards for all board members. The identity card must not be older than three months
- document proving the authority to sign the application document or to sign the company name, if this is not stated in the registration certificate
- floor plan of the restaurant premises and any outdoor seating in A4 format. The drawing must show what the table section/dining room is and the number of seats at tables
- presentation of the complete menu must be included with prices for food and drinks. Information on which dishes are served after 10:00 23.00 must be reported
- description of the business’ focus, day and evening hours. The description must, for example, state opening hours, age limits, main target group, entertainment, dancing, slot machines, casinos, etc.
- notification of persons responsible for serving (form available)
- copy of lease for premises where serving is to be conducted, alternatively proof of ownership of the property
- copy of lease/purchase agreement for the business for which rights are sought.
- financial statements, for example through bank statements.
- fire protection documentation.
Alcohol Act
According to the Alcohol Act, a serving permit can be granted for serving the public or to an association, company or other closed group.
To reduce the risk of injury and acts of violence, alcohol must be served responsibly and with discretion. Therefore, the Alcohol Act contains provisions for how alcoholic beverages should be served.
The Alcohol Act is in the nature of protective legislation for children and young people. A special serving permit is required to serve alcoholic beverages, wine and strong beer (above 3,5 % ABV) for payment.
Serving permits are granted by the municipality
The municipality investigates the conditions for a permit. According to the Alcohol Ordinance, a municipality must decide on a serving permit case within four months of a complete application being received by the municipality. Read more in our guidelines for serving permits.
The municipality is responsible for issuing and supervising serving permits. Permits can be for
- permanent serving permits to the public, such as pubs and restaurants. Applies to serving strong beer (above 3,5 % ABV), wine and spirits permanent serving permits to closed groups, such as banquet halls, associations, religious societies and student unions. - temporary serving permits to the public, such as serving tents and festivals
- temporary serving permits to closed groups, such as association parties and company parties.
Report changes
Certain changes in your restaurant operations must be reported. According to Chapter 9, Section 11 of the Alcohol Act, this must be reported in advance to the municipality, after the permanent serving permit has been granted:
- staff responsible for serving
- change of ownership in the company
- change in the board of directors
- change in focus
- change of opening hours (not temporary)
- change in serving premises that affects the municipality's supervisory activities
- change of address or other information needed to be able to maintain contact with you as the licensee
Make it a habit to contact the municipality and ask whether the change you are planning requires notification or not.
Fees
The municipality charges a fee for applying for a permit. The fee must be paid before the application can be reviewed. Those with a permanent permit also pay an annual inspection fee based on turnover. The municipal council has decided on the application and inspection fees for serving alcohol.
The application fee is paid to Grums municipality's bank account
5674-8270. On the payment card you must write:
- who is applying, for example the name of the company or association
- what you are applying for, for example a permanent or temporary serving permit.
What are the requirements for applying?
Below you can read about what applies when applying for an alcohol permit and what requirements are set. We have also compiled a checklist of all the documents that must be attached to the application. Please note that the application will only be processed after you have paid your application fee.
Requirement for passed knowledge test
There are requirements for approved education and written knowledge of Swedish alcohol legislation.
A prerequisite for being granted a serving permit is that the persons who have significant influence in the business have sufficient knowledge of the alcohol law.
Those applying for a permit must therefore take a knowledge test in the municipality that processes the application.

Requirements on the serving establishment
To obtain a permit for year-round serving, the serving establishment must have its own kitchen adjacent to the serving premises.
The equipment in the kitchen must enable a varied selection of dishes until 11 p.m. After 11 p.m. until the end of serving hours, the food selection can be limited to a simpler menu.
Cooked food must be available throughout the serving hours. The premises must also be approved for food handling.
The normal serving hours for alcoholic beverages are 11 a.m. to 1 a.m.
Consultation statements
When applying for a permanent serving permit, Grums municipality obtains information from the police, environmental and health inspectors, the rescue service, the tax authorities and the Swedish Enforcement Authority.
