Tobacco permit
The Tobacco Act includes a number of new rules regarding, among other things, smoking bans and permits for the sale of tobacco products. It is important to be aware of the rules, and the business should adapt to them.
Anyone who sells tobacco needs a permit
The permit requirement applies to everyone. Even those who have previously reported sales and have permission to sell tobacco must therefore apply for a permit. When you submit your application, the municipality will charge a processing fee.
Suitability test
In order for the municipality to approve your application, it is required that you meet the requirements of the law, including that you have no debts with the Swedish Enforcement Authority, that you have no complaints with the Swedish Tax Agency and that you do not appear in the Police Authority's criminal record for serious crime.
To be granted a permit, the applicant must be financially and personally suitable. To be considered suitable, it is required, among other things, that the applicant company and persons who have a significant influence in the business have orderly finances and that they do not appear in the police's criminal record for the past three years.
What should be sent to the municipality?
The following information must be sent to the municipality:
- certificate of registration from the Swedish Companies Registration Office
- information about the distribution of shares in a limited company
- purchase contract/lease agreement/franchise
- lease contract/rental agreement with drawing of the premises
- account of financing of purchase
- self-monitoring program

Change of business with sales permit
If you have a sales permit for tobacco and are going to make changes to your business, for example in the form of a change of ownership or a new company name, you must report the change to the municipality. If someone has bought into your business, the business must report where the buyer has received their money and how the money was transferred.
The reason you must report changes regarding the business's owner or representative is that the municipality must assess whether the new people are personally and financially suitable to have influence in a business that sells tobacco.
The municipality must investigate how those who have bought into the company have financed the purchase. The examination of the new person is carried out in the same way as when applying for a permit.
Termination of sales permit
It is important that you notify us if you want to cease selling tobacco in your business.
